I found the dimmer switch, shown in two views below, laying on the floor underneath the car. This will have to be replaced.

Two heavy gauge wires were hanging free in the engine compartment. They must of come loose when something melted. They go to the neutral switch and inhibit the starter when the transmission is in gear.
